Climate

          The climate of Liloy, like most municipalities of Zamboanga del Norte is classified as belonging to Type IV with no distinct dry and wet seasons. However the months of February, March and April are observed to be the hottest months. Heavy rainfall was occur during the months of June to January. The highest monthly rainfall was recorded in the month of July and the lowest is in February.

          Liloy has a fairly warm temperature with monthly average of 28.50 degrees Celsius and due to lack of dry season relative humidity was recorded at its highest at 88 percent in the month of January. Prevailing wind directions are generally from the northeast from January to June and southwest from July to September.

Erosion Potential

          Approximately 25 percent of the total municipal land area is classified as steep to too steep. These areas are most prone to soil erosion, thus, intensive soil conservation measures should be undertaken. Like planting of annual crops on these areas should be discouraged.

Soil Type

Knowledge of the basic soil types and its characteristics existing in the area is necessary in the selection of the various uses of the land.  It is also needed in the selection of crops best suitable for cultivation thereat.

                  Records show that the municipality has three basic soil types.  These are: the Bolinao Clay, Miral Sandy Loam and the Mt. Soil Undifferentiated.  Approximately 30 percent of the total municipal land area of Liloy is classified as Mt. Soil Undifferentiated, 60 percent as Bolinao clay and 10 percent as Miral Sandy Loam.

Land Area and Classification

Liloy covers a land area of 12,843 hectares base on the Internal Revenue Allotment given by the Department of Budget and Management (DBM) while in the Cadastral survey the municipality has an area of 12,546 hectares. This new land area was the result of the Cadastral Survey conducted in Year 2013 by Tulio Surveying Services hired by the Department of Environment and Natural Resources as the winning contractor to undertake such survey. There was a little discrepancy in the area obtained from the survey compared to area we are using in the previous years and have been used in the computation of our Internal Revenue Allotment. The conflict area between the Municipality of Tampilisan and the Municipality of Liloy remains unresolved.

      The areas that the municipality has are classified in to the following uses:

The Existing Urban Land Use

Although the urban core covers only the two (2) urban barangays, in the urban land use map three (3) barangays namely: Barangay Baybay and Barangay Fatima are included in the urban ring because the locations of urban activities have already expanded up to these barangays.  Thus, the total urban area has become bigger from 607 hectares to 734.04 hectares.

Residential Area

The existing residential area consisting of individual housing units and areas occupied by subdivisions is concentrated at the Poblacion. It covers an approximate area of 123.15 hectares or 12.80% of the total urban area. 

Commercial Area

          The existing commercial area is 14.82 hectares or 1.54% of the total urban area. This consists of the public market, restaurants, wholesale and retail stores, gasoline stations, pharmacies, funeral parlors, private clinics, bakeshops, and other commercial establishments.

Institutional Area

          Around 13.20 hectares or 1.37% of the total urban area is utilized for institutional use. This consists of institutional facilities like government offices, educational facilities, health facilities and churches.

Industrial Area

           Industrial establishments that are found in the Poblacion include’s hollow blocks making, bakeries, located in different location of the urban area. An industrial area is estimated to a total of 3.05 hectares or 0.32% of the total urban area.

 Agricultural Area

          Agricultural lands within the urban area are approximately 731.65 hectares or 76.05% of the total urban area. These are devoted to rice production and other sorts of crops.

  Tourism Area

          The existing Tourism area is located in Barangay Baybay containing an area of 29 hectares or 3.01 % of the total urban area. These area consist of foreshore land serve as beach and on other side is a mangroves planted.

Parks & Recreation

          The existing area being occupied by the parks and recreational facilities is 5.32 hectares or 0.55% of total urban area. 

 Cemetery/Memorial Park

          This is an area utilized as burial grounds.  It occupies an aggregate total of 4.51 hectares which represent around 0.47%of the total municipality’s area. These are the areas occupied by the Liloy Public Cemetery, Tan Memorial Cemetery and Quirante Memorial Cemetery located in Brgy. Fatima.

 Infrastructure & Facilities

          The existing infrastructure and facilities area is 8.52 hectares or 0.89% of total urban area. This area is being utilized by the power and communication utilities such as ZANECO and cell sites and road network/circulation system in the urban area.

 Easement  

         These are the easements along rivers, creeks and all waterway or buffer zones between conflicting land uses.  A total of 5.04 hectares representing 0.52% of the municipality’s total land area is identified as Buffer/Greenbelt.

 Rivers & Creeks

The path of the major rivers and creeks covers an approximate area of 23.74 hectares which represents 2.47% of the total land area of the municipality.

Socialized Housing

          The local government of Liloy provides resettlement area for the informal settlers who affected the hazard prone area such as flooding, landslide and to those affected by improvements and developments intended for infrastructures and any other social services projects. These area of socialized housing serve as a resettlement area located in Barangay Baybay and Fatima containing an area of 28.83 hectares or 2.99% of total urban area.

2.10 The Existing General Land Use

RESIDENTIAL AREA 

Residential areas of the municipality are generally derived by taking into account the areas which are utilized for residential purposes (urban/rural) distributed at the different barangays. Residential areas particularly at the rural barangays are computed based on the aggregate area occupied by clusters of more than ten (10) structures. The existing total residential area of Liloy is approximately 178.32 hectares or 1.38% of the total land area of the municipality. These are concentrated mostly at the two (2) urban barangays and at the barangay centers of rural barangays where social service facilities such as schools, churches/chapels, plazas, basketball courts and other recreational facilities are present.

COMMERCIAL AREA 

This consists of the area being occupied by the main public market in the Brgy. Baybay and satellite market in Bgy. Fatima,  restaurants, wholesale and retail stores, gasoline stations, pharmacies, funeral parlor, private clinics, bakeshops and string of  commercial establishments located on both sides of national and provincial roads in the municipality. The aggregate total of the existing commercial area is 105.80 hectares representing around 0.82% of the total municipal area.

 INSTITUTIONAL AREA

This area is a combined total of areas occupied by the Municipal Building, Barangay Halls, Police and Fire Stations, Post Office, Chapels, Municipal Health Centers at the Poblacion, Bgy. Health Stations in the different rural  barangays, Day Care Centers, Public and  Private Schools, a lone College, Churches, and other Government and Private Institutions. The institutional area occupies 17 hectares or 0.13% of the total land area.

 INDUSTRIAL AREA

          The industrial area of the municipality consists of land utilized for rice mills located at Barangay Fatima, Comunal, Dela Paz, Goin and Compra. Hollow blocks making are also located at Barangay Fatima and Baybay. The industrial area occupies about 2 hectares or around 0.015% of the total land area.

 AGRICULTURAL AREA

          Out of the total area of 12,843 hectares within the municipal boundaries of Liloy, 11,693.08 hectares or 91.04% of the total land area are used for agricultural purposes. The Municipality of Liloy is one of the municipalities in Zamboanga del Norte which has the largest agricultural area. This is an aggregate total of the areas devoted to rice, both irrigated and rain fed, corn, root crops, bananas, fruit bearing trees such as mangoes and coconuts. Also included are lands planted to bamboos, open grasslands, grazing/pasture lands and wood lands.  Agricultural areas are mostly found in the rural barangays.

TIMBER/FOREST LAND AREA

The timber/forest land area based on the data from the Liloy Municipal Boundary Index Map (MBIM) and Forest Boundary Delineation (FLBD) containing an area of 407.27 hectares located in Barangay Overview and portion of Barangay San Roque, Liloy, Zamboanga del Norte. Some of these areas were cultivated by the farmers who received a gratis/grant from the DENR and used as an agricultural farm land in accordance with the proper permission from the bureau of land.

 TOURISM AREA 

          The total area occupied by the beach resorts along the coastal corridor in Barangay Timan and Baybay Is 228 hectares or 1.77% of total land area.

PARKS AND RECREATION

          Considered under this category are areas where municipal plaza, barangay plazas/playgrounds, cockpit arena and other recreational facilities such as basketball courts and covered gymnasiums. Parks and recreation occupy an aggregate area of 5.32 hectares or 0.03% of the total land area. 

 CEMETERY/MEMORIAL PARK

This is an area utilized as burial grounds.  It occupies an aggregate total of 4.40hectares which represent around 0.03%of the total municipality’s area. These are the areas occupied by the Liloy Public Cemetery, Tan Memorial Cemetery and Quirante Memorial Cemetery located in Brgy. Fatima.

 EASEMENT  

These are the easements along rivers, creeks and all waterway or buffer zones between conflicting land uses.  A total of 62.72 hectares representing 0.48% of the municipality’s total land area is identified as Buffer/Greenbelt.

 INFRASTRUCTURE AND FACILITIES

The existing infrastructure and facilities area is 15.58hectares or 0.12% of total urban area. This area is being utilized by the power and communication utilities such as ZANECO and cell sites and road network/circulation system in the urban area.   

MANGROVES  

Mangroves are rehabilitated along the coast starting from the edge Fish Landing Port in Barangay Baybay going to the Lamao Port area with a total of 15.20 hectares.  This constitutes 0.11 % of the total land area of the municipality.

 RIVERS AND CREEKS  

          The municipality is bounded by two (2) major rivers, namely: The Patawag River and Mucas River.  There are also creeks which serve as tributaries to these rivers.  The path they occupy covers a total land area of 123.51 hectares representing 0.96% of the total land area of the municipality.

Dumping Site (Residual Containment Area)

          The municipality having an existing area for Dumping site or Residual Containment Area situated at barangay Overview. The existing site was equipped with some machines and other facilities for the recycling and segregation of garbage that had been collected from urban areas and other urban barangays and is operated and manned by workers trained on RCA activities.
